East Village

The East Village Subarea is located on the eastern side of Cougar Mountain, adjacent to SR 900. The effective date of this annexation was November 16, 1996. The East Village Subarea includes a large property held under a single ownership along with several smaller individually owned parcels. The entire East Village Subarea is approximately 660 acres. The site was referenced in King County's Newcastle Community Plan (1983) and in the Issaquah Tibbetts-East Cougar Subarea Plan (1989). The plans referenced a village development, with clustered units on the upper and lower benches of Cougar Mountain. The upper bench (approximately 400 acres) has since become part of the King County Cougar Mountain Regional Wildland Park. The East Village Development Agreement was adopted by the City of Issaquah City Council in December of 1999. The Agreement provided for: 1,735 dwelling units; 50,000 square feet of retail space; and 800,000 square feet of office space. Of the 627 acres encompassed by the East Village site, approximately 400 acres on the south end of the East Village site will remain as permanent open space.

Several development issues exist in this subarea, as they do in the East Cougar Mountain PAA, including hillside tree preservation, flooding, erosion, sedimentation and nonpoint pollution. Coal mines are a potential environmental and safety issue.
